Member States will ensure that a ‘second generation’ of points of single contact will function as fully fledged eGovernment centres beyond the requirements and areas covered by the Services Directive.

Does the Point of Single Contact cover all the services foreseen in the Service Directive? Yes The Malta PSC (the Business First portal - http://www.businessfirst.com.mt/en/online-services) does cover the services foreseen under the services directive since it addresses most if not all obligations for electronic registration of formalities online for the professions covered by the directive. Actually it does go beyond since it covers the whole cycle for registration of most professions.
Can all the administrative processes be done through the Point of Single Contact? Yes Yes all administrative processes related to these professions can be done through the Malta PSC. The PSC also addresses registrations such as VAT, Tax, registration of employees, and data protection which go beyond the services directive.
Does the PSC facilitate cross-border provision of services? Yes The Malta PSC does facilitate the provision of cross-border services. First of all, the Malta PSC addresses the multilingual functionality since the portal can be automatically translated into all languages supported by the Google-translate tool which was incorporated. Secondly through a licence and permit search tool a clear distinction is made between requirements for establishment and requirements for cross-border. In addition, all procedures related to cross-border can be done online. Cross-border users can also register for a username and password to access online procedures, thus not requiring a local e-identification.
