Yes The Good Practice of Public Engagement (see http://valitsus.ee/en/government/engagement-practices ) was approved by the Government of Estonia in 2011. It sets out the principles which guide the public institutions when they undertake public engagements. There are 7 sections in the document, developed around the public engagement process. First of all, the document defines the situations of policymaking in which public engagement should be undertaken. It emphasizes public engagement in an early phase of development of a policy initiative, values an open communicative process in every stage of policymaking, and requires government institutions also to give feedback after completion of the engagement exercise. Based on the Good Practice of Public Engagement, a Handbook for government institutions, as well as external stakeholders will be developed which would provide guidance on how to implement the principles in practice. Estonia has developed the Good Engagement Practices guidelines (see http://valitsus.ee/en/government/engagement-practices ), which includes eight recommended principles, which place great importance on the clarity of goals, openness of relationships, and dedication to goals. The Good Engagement Practices are a basis for non-profit organizations and government institutions to work out more specific engagement directives for themselves and to find answers to questions that arise in the practice of engagement.
