eGovernment usage by citizens in 2015 is the second lowest  in the EU28 at 18% with an important decrease from 2010 (at 24%). On the contrary usage by businesses in 2013 is better placed with 83%, increasing from 64% in 2010, although below the EU28 average.

Action 29: The Commission will organise with Member States the sharing of experiences on the implementation of the 'once-only' registration principle and, on electronic procedures and communications having become a dominant channel for delivering eGovernment services, conduct a cost-benefit analysis and design a roadmap for further implementation.

Action 31: Member States should develop and agree indicators and evaluation procedures for measuring the reduction of the carbon footprint of their administrations as a result of eGovernment services.
